Shaykh Muhammad ibn Saalih al-Uthaymeen was asked: We've heard your fatwa stating that a more mainstream for a menstruating woman is not to read the Qur'an except for a need, why not read the Qur'as more mainstream, while the arguments there show that contrary to what you say? 

answer
I do not know who referred by the requester, whether he wants the arguments made against it by reason or is this questioner want postulates that allow menstruation women read the Quran, but that I needed to convey here is that there are some hadith of the Prophet sallallaahu 'alaihi wa sallam that he said.
"Meaning: Women's menstruation are not allowed to read any one of Al-Quran".
However, these hadiths that states ban menstruation for women to read the Qur'an is not saheeh ahaadeeth, if the hadiths were not authentic hadiths, then hadiths not be accepted as proof and should not be banned menstruation women read the Quran just based on hadith are not authentic, but the hadiths like this makes the doubtful, then we say that this is based on a more mainstream for a woman's menstruation is not reading the Quran unless it is needed, like a female teacher or a student, daughter or other situations similar to that teacher and student.

It should not be for people who are junub to read the Qur'an before he showered junub, either by looking at the Qur'an, or that have been memorized. And should not be for him to read the Qur'an except in perfect state of purity, which is the most sacred of hadats large to the smallest hadats.

Shaykh Muhammad Saalih al-Uthaymeen was asked: What is forbidden for people who are junub, or menstruation to touch the books and magazines in which there are verses from the Koran?
answer
Not forbidden for people who are junub or is menstruation or who do not perform ablution to touch a book or magazine in which there are verses of the Qur'an, because the books and magazines were not al-Qur'an.
